School do not even address the harm bullying does to students

Students having problems some with visible handicaps or whom are different in some way are targeted by bullies. They get hit, spit on robbed vandalized and the school offers no recourse or a way to help them. The teachers say they can't do anything but pretending bullying doesn't exist does as much harm as the bullies themselves.
