If you also hate him, it won't be a good relationship. Don't get involved with people that you don't really, really like. Period. It will only ever end in tears.
Just be honest. Tell him you like him but don't feel ready for a relationship. I know it sounds like the sort of thing girls say to spare a guys feelings but in your case it has the virtue of being the truth.
Alternatively you could just go out with him. Who knows, it might be fun and it's not like one date makes you a 'couple'. (That doesn't happen until the third date.)
