Why did people use to think PCP wasn't addictive?

That ** as bad as heroin. It makes you crazy. Heroin is bad but at least you aren't yelling and screaming at people or smetimes nothing at all.

I wouldn't use dope of any kind but as bad as all drugs are PCP is the worst one.
