You sound great and devoted even with the challenges his close family presents. Next time (if there is one) just do it? Don't give direct notice of what you are planning, but try to get him in a position where its not kosher for the parents to visit. Spring it on him once you know there are no plans that can interrupt your evening.
Closer around valentines? Around one of your birthdays? Any anniversary for any reason? Make it a date in another city or town? Or a totally new restaurant for a couple's dinner.
