Honey, he's just leading you on. If in eight months he hasn't made good on his promises to call, he's never going to call. You'll have to realise he's probably moved on to someone else, but didn't have the cajones to break up with you first. You don't deserve to be treated like that. Call him on it and end it. Don't accept his excuses because he's not going to change, you've given him more than enough opportunities to do so. Getting rid of him is the only way to heal and move on with your life.
