Boy gives me wedgie in class

I've never gotten a swirlie in my life. As for a wedgie from a bully, I've only gotten one. I don't know if I'd count the kid who gave me a wedgie a bully though. He was a mean kid, always arguing back to the teacher and not doing work but he never really bothered his classmates only occasionally. So we were in the same class when I was 9. So I was put to sit next to him. We were seated at the back of the class. So one time I was drawing on a piece of paper while waiting for my next class' teacher to arrive and he wanted to draw something on it. I politely told he could not. He was not happy. He then returned to his work and I didn't really think much of it. In the middle of my next class, the teacher asked us to all stand up jland stretch a bit since we all looked tired. So the entire class stands up. I didn't notice that the guy sitting next to me had moved to stand behind me and before I could react it happened. He reached down the back of my uniform pants and grabbed a hold of my underwear. Before starting the wedgie, he whispered into my ear “Should have let me draw onto the paper!”. He then proceeded to yank my underwear up. I was wearing red briefs with white stars on them. So he continuously yanked on my briefs until we were told to sit again. I couldn't fix my underwear so for the remainder of the lesson, I sat with bunched up fabric. Of course the guy sitting next to me would occasionally pull my briefs up a bit. After the lesson it was recess. I went to the toilet to fix my wedgie and the guy who sat next to me followed me in. While I was fixing my wedgie he warned me that this was the consequence of not allowing him to do things.
